Using an intel server running NixOS and working from this repository https://github.com/Mic92/nixos-aarch64-images provides the ability to assemble a bootable image suitable for Pine hardware, from other community builds.
The instructions create an image file that can be written to an sdcard, and no instructions on how to customise the image. Having written the sdcard, and mounted it, you can add an ssh key.
Testing on a Rock64, the image boots from the sdcard...
