Currently, there isn't any major push to get android running well on the pinephone. And while developer Icenowy did get a android image to run and partly work, it was incredibly slow and buggy. A solution for running some of your android apps may be found in Anbox, though as of now, Anbox is also slow and is not included in Ubuntu Touch yet.

While you should never expect the current Pinephone to ever be as fast as a new android device, over time the software on the Pinephone should get faster, including launch times.
Android has multiple techniques in place to speed up launching applications after the first launch, such as the "Dalvik cache".
